HCM City’s first Party Congress for 2025-2030 term opens
By 2030, Ho Chi Minh City strives to become a civilised, modern city, and a leading innovation and integration hub during the national industrialisation and modernisation process; to hold a prominent position in Southeast Asia; and to reach the high-income group.

HCM City (VNA) – The first Party Congress of Ho Chi Minh City for the 2025-2030 tenure opened on October 14 morning, with the presence of 546 delegates representing over 366,000 members of the city Party Organisation.

Attending the event were Party General Secretary To Lam, and Politburo members: Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and Permanent Member of the Party Central Committee's Secretariat Tran Cam Tu, along with many incumbent and former high-ranking leaders of the Party and State.

In his opening remarks, Tran Luu Quang, Secretary of the Party Central Committee and Secretary of the municipal Party Committee, stated that the congress, which will last until October 15, holds special significance as it marks a historic turning point when Ho Chi Minh City merged with the former provinces of Binh Duong and Ba Ria–Vung Tau to form the country’s largest urban–industrial–seaport hub with a worthy position in the region.

This is a strategic decision of the Party and State, reflecting far-sighted vision and the aspiration to build a new driving-force centre for the nation, opening up a new era of development, and enabling the city to integrate into a broader development space and move toward the goal of prosperity for the people and for the nation.

Regarding tasks for the next five years, HCM City aims to build a pure and strong Party organisation and political system; continue to perfect the organisational apparatus; and promote the tradition of solidarity, dynamism, compassion, creativity, and the spirit of thinking big and acting bold, and pioneering for the nation and joining the country in entering a new era of development. It will mobilise all resources and effectively tap into its potential, advantages, and strategic position, as well as the benefits of science and technology development, innovation, and digital transformation to foster rapid and sustainable socio-economic development.

Looking toward the 100th founding anniversary of the Communist Party of Vietnam (2030), the city strives to become a civilised, modern city, and a leading innovation and integration hub during the national industrialisation and modernisation process; to hold a prominent position in Southeast Asia; and to reach the high-income group.

With a vision toward the 100th anniversary of the nation’s founding (2045), Ho Chi Minh City aims to rank among the world’s top 100 cities, deserving its status as a global megacity of Southeast Asia and a regional centre for economy, finance, tourism, services, education, and health care; and an attractive global destination with distinctive, sustainable socio-cultural development, a high quality of life, and deep international integration./.

After three months of operation, personnel work – the key factor determining the efficiency of the apparatus – has seen marked changes alongside emerging challenges.

Nine-month FDI up 15% year on year

Vietnam attracted a total of 28.54 billion USD in foreign direct investment (FDI) between January and September, 2025, marking a 15.2% increase compared to the same period last year, according to the National Statistics Office of Vietnam.

Preparatory meeting held for first Party Congress of Government

The first Congress of the Government’s Party Organisation, the 2025 – 2030 tenure, had its preparatory meeting held under the chair of Prime Minister Pham Minh Chinh, who is also Politburo member and Secretary of the Government’s Party Committee, on October 12 morning.
