Politburo's Resolution 57 helps build professional, modern administration

Hanoi (VNA) – The Politburo’s Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in developing science, technology, innovation and national digital transformation (Resolution 57) has been implemented widely and effectively by ministries and localities, following the principle of rapid yet sustainable progress, ensuring security and safety.

Authorities at all levels have shifted from a passive, procedure-based approach to a proactive, service-oriented mindset focused on facilitating people and businesses.

In Hanoi, from July 1 to November 12 this year, over 1.24 million administrative dossiers were received and processed, with 100% synchronised to the national public service portal. The capital’s digitalisation rates of administrative documents and results reached 85.89%, electronic result issuance 87.72%, and online payment transactions 99.73%.

Vice Chairman of the municipal People’s Committee Truong Viet Dung affirmed that Hanoi is committed to completing all key tasks serving its new phase of implementing Resolution 57 before December 31. The city requires all tasks to strictly follow the principle of “clear responsibility, clear tasks, clear deadlines, clear outcomes, and clear accountability.” A real-time monitoring system for the implementation will operate with 100% of units updating progress. Any delays will be placed on a weekly warning list starting December 1.

Across the country, ministries and localities have introduced concrete action plans to quickly bring Resolution 57 into practice and into the professional operations of administrative bodies.

Co To special zone in the northern province of Quang Ninh launched the “Co To Digital” application – a smart, user-friendly digital citizenship platform. It features an intuitive interface and integrates multiple utilities, including real-time ferry schedules to Co To, information about local historical sites, festivals and island culture, recommended attractions, two-way communication between citizens, visitors and authorities, updates on announcements, weather, tourism activities, and hotline services.

Meanwhile, the Department of Taxation’s 60-day action campaign to shift from fixed-tax to declaration-based taxation for household businesses aims to modernise tax administration, enhance transparency and fairness, and encourage households to declare taxes electronically. The department requested all household businesses to fully adopt self-declaration and self-payment from January 1, 2026 – a significant milestone in modernising tax management and advancing digital transformation for the sector, towards a transparent and modern economy.

In support of this transition, Viettel Telecom has introduced Tendoo, a smart sales-management platform integrating the entire sales–ledger–tax declaration process in a single system. Tendoo offers multiple smart features that simplify procedures and minimise errors during tax compliance, notably an AI-based tax advisory system and seven automated accounting books, helping household businesses quickly adapt to the electronic declaration environment./.
