OP-ED: Indicators of success in streamlining State apparatus

More than a year after Vietnam embarked on its sweeping administrative restructuring, the country's governance system has undergone significant changes. The administrative apparatus at all levels has been streamlined, intermediate layers reduced, and the functions, responsibilities and authority of state agencies gradually clarified. Greater decentralisation has also strengthened the role of grassroots authorities.

National digital governance platform proposed to drive data-led public administration

The platform is expected to enable the Government to establish a unified digital management space linking central and local authorities, with every assigned task clearly identifying the responsible agency, implementation deadline, expected outputs, progress updates, delay warnings and accountability.

Localities propose reforms to improve three-tier administration model

A Hanoi official called for further decentralisation to commune-level authorities in line with resource allocation, continued streamlining of organisational structures to eliminate unnecessary intermediary layers, further refining the Party organisations’ model to align with the state administrative system, greater autonomy for non-business public service units, and wider participation of businesses and social organisations in delivering suitable public services.
