Party chief urges HCM City to create breakthrough institutions for growth

HCM City (VNA) – Party General Secretary To Lam has urged the Party Organisation of Ho Chi Minh City to translate the Party and State’s policies and guidelines into concrete results, create breakthrough institutions, and renew the growth model to develop a special urban area.

Addressing the first congress of the municipal Party Organisation on October 14 morning, the Party chief praised the city's remarkable progress over the past four decades of Doi Moi (renewal), especially during the five years implementing the resolution adopted at the 13th National Party Congress. The city’s achievements, he said, stemmed from the Party’s steadfast leadership, the effective coordination of ministries and localities, and above all, the intrinsict strength of the local Party Organisation and people.

The merger of HCM City with Binh Duong and Ba Ria – Vung Tau provinces represents a historic turning point, bringing together three of the nation's most dynamic economic centres, General Secretary Lam said, noting the Party Central Committee, National Assembly, Government and people expect the new city to become a model metropolis, driving green growth, sustainability, and innovation.

He said the congress’s political report reaffirms the city’s innovative spirit, aspiration for growth, pioneering responsibility, and determination to build a transparent, strong and comprehensive Party organisation and political system, safeguard national defence and security, while fully leveraging its resources, potential, advantages, and strategic position to achieve institutional breakthroughs, scientific and technological progress, and sustainable socio-economic development.

The Party leader expressed his agreement with the proposed directions and tasks for 2025–2030, urging the city Party Organisation to turn itself into a centre of intelligence, solidarity, and innovation with strong political mettle, vision, and management capacity to lead HCM City’s development and international integration. He laid stress on the need to enhance Party building and rectification as well as focus on developing a streamlined, strong, smart, and effective two-level local government system serving the people.

He underscored the importance of building a contigent of leaders with political integrity, strategic thinking, professional competence, and ability to work in an intenational environment. They must be the ones who dare to think, dare to act, and dare to take responsibility, while pledging to serve the people.

The local Party Organisation and administration must affirmed their central role in all policies and ations, Party General Secretary Lam stressed, stating the people’s happiness, satisfaction and trust are the highest measure of leadership effectiveness and governance capacity of the political system.

He requested developing HCM City into the region’s hub for economy, finance, technology, and services as well as a major international logistics centre, which require complete planning and development restructuring based on multi-polar and integrated approach.

The city must accelerate economic restructuring, with science – technology and innovation as the main drivers, promote digital transformation and green transition, and enhance productivity to achieve strong GRDP growth in 2025–2030. Particularly, building a modern urban governance model towards an enabling, transparent, and effective government should be paid due attention, laying groundwork for smart city development.

General Secretary Lam also highlighted the need to link economic growth with social progress and equality, ensuring no one is left behind. He called for comprehensive reform in education – training, developing high-quality human resources to meet the requirement of the knowledge economy and international integration, in line with the Politburo’s Resolution No. 71 on education – training breakthroughs.

He urged effective implementation of the public health care programme, sustainable population development, and high-tech medical system building under the Politburo’s Resolution No.72-NQ/TW, while fostering a distinct cultural identity.

Development, he said, should be measured not only by economic growth but also by the quality of life, prosperity and happiness of the people.

Additionally, he laid stress on the need to strengthen defence – security capacity, build all-people national defence posture, proactively respond to traditional and non-traditional security challenges, thoroughly grasp the situation, and timely detect, struggle against and neutralise all conspiracies and sabotage activities, creating a stable and favourable environment for development.

He called on the new Party Committee to swiftly finalise documents and action programes, develop working regulation, and promote communications work, helping transform the congress’ resolution into specific actions and create new momentum for the city development in the new period.

He expressed his confidence that with bold vision, aspiration, solidarity, and creativity, HCM City will rise strongly to become a prosperous, modern and creative metropolis, contributing to building a prosperous and happy Vietnam.

At the congress, the Party Central Committee’s Organisation Commission announced and presented the Politburo’s decisions appointing the HCM City Party Committee for 2025-2030 with 109 members and standing board of the municipal Party Committee for 2025-2030 with 28 members. Tran Luu Quang, Secretary of the Party Central Committee, was appointed as Secretary of the municipal Party Committee for the tenure./.
