Resolution 79 on state economic sector shifts mindset from “defensive” to “offensive” approach

Resolution 79 is not only about SOEs. At a deeper level, it is about how Vietnam reorganises its development drivers in a world that is changing at breakneck speed.

The State economic sector has effectively fulfilled its function of orienting, leading and regulating economic activities, contributing to promoting economic growth, stabilising the macro economy, maintaining major economic balances, ensuring national defence and security, fostering social progress and justice, improving living standards and raising Vietnam’s international standing.

While praising the strong direction from the Party leadership, Professor Tran Thanh Van stressed that trust can only endure when translated into concrete action. Despite progress in legislation and policy-making, implementation remains uneven, with financial mechanisms and administrative barriers still constraining innovation.

Vietnam has been gradually moving away from a volume-oriented model towards an agricultural economy focused on value addition, quality, efficiency and sustainability.

Looking ahead to 2026, prospects remain bright as manufacturing, economic growth and foreign investment in Vietnam are expected to stay robust, with the country forecast to post the highest growth rate in the region this year, according to Adam Sitkoff, Executive Director of the American Chamber of Commerce (AmCham) in Vietnam.

Preparations for the 14th Party Central Committee’s personnel have been conducted in a scientific, rigorous, comprehensive, objective, and transparent manner, promoting democracy and collective wisdom while ensuring a balanced combination of standards and structure, as well as continuity, stability and development.

After four decades of implementing the Doi moi (Renewal) process from 1986 to 2026, Vietnam has recorded proud and far-reaching achievements that have laid an important foundation for its aspiration to become a high-income developed country by 2045.

The Congress is an occasion to assess the country’s development situation during each term, review leadership outcomes, and draw valuable lessons of both theoretical and practical significance. It is also where the Party gives full play to collective intellect, the spirit of solidarity, renewal, and creativity in order to set out policies and orientations for national development in the subsequent period.

Pham Tat Thang, member of the Party Central Committee, Vice Chairman of the Party Central Committee’s Commission for Information, Education, and Mass Mobilisation, and standing deputy head of the Central Steering Committee in charge of grasping the public situation and social opinion regarding party congresses at all levels, as well as the draft documents of the 14th National Party Congress, said that those documents not only review the five-year development journey and define the key directions, objectives, tasks, and solutions for the upcoming term, but also shape strategic thinking, vision, and development orientations for the country toward the middle of the 21st century.

The establishment of the Communist Party of Vietnam on February 3, 1930 marked an inevitable turning point in the nation’s history. It was a brilliant milestone in the long journey of constructing, safeguarding, and developing the country.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development," the 14th National Congress of the Communist Party of Vietnam is taking place at the National Convention Centre in Hanoi from January 19-25, 2026, with the participation of 1,586 delegates representing over 5.6 million Party members nationwide.
