Ho Chi Minh City enhances digital government efficiency from grassroots level
As part of its efforts to build a smart city, Ho Chi Minh City has identified that digital government can only operate effectively when it is implemented consistently at the grassroots level and places people at the center of public service delivery. The “Digital Literacy for All” campaign has been rolled out in wards and communes, helping narrow the gap in digital skills and access to technology.
